Artichoke Evaluation LLC is a small, woman-owned evaluation and social research consultancy led by Dr. Katie Winters. With 20+ years of experience supporting purpose-driven organizations to do impactful work, her engagements have spanned social service, public health, mental and behavioral health, early childhood development, K-12 through post-secondary education, and environmental sustainability. A deep generalist grounded in emancipatory practice, Katie is skilled in culturally responsive, equitable, systems-oriented, developmental, feminist, critical, and participatory methods.

Katie holds a master’s degree in Evaluation from Claremont Graduate University and a PhD in Social Work and Social Research from Portland State University. She currently serves on the board of the Indigenous Peoples in Evaluation Topical Interest Group for the American Evaluation Association and is past president of the Oregon Program Evaluators Network. She identifies as a white, cis-gender, able-bodied woman.
